There has been a need for a composite piezoelectric body and a piezoelectric element using said piezoelectric body which does not cause electrode defects, disconnections, or peelings even if the piezoelectric body was subjected to fine-pitch processing. A composite piezoelectric body has a piezoelectric ceramic and an organic polymer material which has air bubbles mixed therein, wherein, among the surfaces on which an electrode is formed of the piezoelectric ceramic and the organic polymer material, an insulating layer is formed on the entire surface or a portion of the surface on which an electrode is formed of the organic polymer material.
