PROBLEM TO BE SOLVED: To provide a driving information providing system for providing information to improve driving state of a driver and traffic conditions (traffic flow rate and safety) in an area of about several to several tens of km. SOLUTION: The road operation information providing system is provided with a road side data management means 3 for causing a road side data DB 4 to accumulate road side data including average speeds, traffic volume and density of vehicles in each block of a road, from information on vehicle traveling states input from the road side, and for reading the road side data from the road side data DB 4. A road side data analysis means 5 obtains a difference between the average speed in each density in each block and the average speed between the blocks by using past data accumulated in the road side data DB 4. A recommended speed creation means 6 creates a recommended speed which is high such that a difference between the average speeds in two or more continuous blocks among the average speeds in the density whose level is almost the same as that of the current density becomes smaller than a preset value.
