PROBLEM TO BE SOLVED: To provide a method of constructing a surface body which has high durability, prevents a binder from flowing out, and prevents elastic granular substances from being degenerated during the construction even if the substance is mixed therein. SOLUTION: This method of constructing a surface body 10 formed on a roadbed 2 includes: a first mixing step of mixing the thermoplastic binder and sand while heating, an aqueous emulsion generating step of generating an aqueous emulsion by emulsifying a solid or semi-solid binder; a second mixing step of mixing the mixture mixed in the first mixing step, the aqueous emulsion, and the elastic granular substances at ambient temperature; and a laying down step of laying down the mixture mixed in the second mixing step on a surface to be constructed and leveling the mixture.
