A relay station management apparatus, which constitutes a part of an architecture that has been separated into a first mobile management entity for managing mobile communication terminals and a second mobile management entity for managing a relay station operative to relay the communication between a base station and a mobile communication terminal, comprises: a receiving unit for receiving a terminal information registration request message transmitted from a mobile communication terminal via a relay station; a destination determining unit for determining whether the destination of the terminal information registration request message is the first mobile management entity or the second mobile management entity; and a transmitting unit for transmitting the terminal information registration request message to the first mobile management entity when the destination determining unit determines that the destination of the terminal information registration request message is the first mobile management entity. Accordingly, this invention can provide a relay station management apparatus that allows a relay station, which has no information about a mobile management entity that manages terminals, to attach the terminal to the mobile management entity.
