PURPOSE: A broadcasting service apparatus and method in a digital video broadcasting system are provided to recognize that the signaling information of two consecutive frames is changed. CONSTITUTION: A digital video broadcasting transmitting system creates a frame for the transmission of terrestrial broadcasting data and mobile broadcasting data. The digital video broadcasting transmitting system transmits the created frame. The signaling information field of the created frame includes recognition information for indicating the change of signaling information to be transmitted in the created frame or a next transmission target frame.
