PURPOSE: A concrete-based post member for a construction method of installing a post first and a construction method of installing a permanent post first using the same are provided to enhance constructability and save construction period and cost using concrete as a main material. CONSTITUTION: A construction method of installing a permanent post first using a concrete-based post member(1) for a construction method of installing a post first is as follows. The depth of a service hole is formed so that a part of the upper end of the service hole can be exposed when a first unit post member is inserted. The first unit post member is stood in the service hole. A second unit post member is stood on the upper end of the first unit post member and they are integrally bonded. A permanent post member is manufactured. The upper end of the permanent post member is lifted. The post member is moved to a position, on which the post of a building is installed.
