PURPOSE: A hollow type pedal arm manufacturing method and a pedal arm made by the manufacturing method are provided to make a pedal arm lightweight and to reduce raw materials, and to improve strength. CONSTITUTION: A hollow type pedal arm manufacturing method comprises the steps of indicating cutting, folding, welding and bending lines for forming a pedal bracket joint(10), a pedal push rod joint(20), a bent(30) and a pedal joint(40) on the surface of a steel plate, cutting out the steel plate according to a development figure, folding the cut steel plate to be symmetric in the longitudinal direction, welding the folded steel plate to be a hollow shape, and forming a bent by bending the pedal push rod joint and the pedal joint of the welded steel plate.
