PROBLEM TO BE SOLVED: To improve the certainty for a customer as a preferential treatment object to use a service.

SOLUTION: The device includes: a connectability determination part 311 which determines whether new connection of a terminal to a service providing server 40 which provides a predetermined service to a terminal connected thereto is possible; a user determination part 313 which determines a user of the terminal that requests providing of the service is a preferential treatment person who can be preferentially connected to the service providing server 40; and a connection part 134 which connects the terminal that requests the providing of the service to the service providing server 40 when the new connection of a terminal to the service providing server 40 is determined to be possible, and further connects the terminal that requests the providing of the service to the service providing server 40, if the user of the terminal that requests the providing of the service is determined to be the preferential treatment person even in the case in which the new connection of a terminal to the service providing server 40 is determined to be impossible.
