<p><P>PROBLEM TO BE SOLVED: To provide a low-molecular weight compound having an EPO (erythropoietin) production-promoting action. <P>SOLUTION: The EPO production-promoter comprises as an effective ingredient a phenyloxadiazole compound represented by general formula (1) [wherein R<SP>1</SP>is a hydrogen atom, a 1C-6C alkyl group, a 2C-6C alkenyl group or a (6C-10C aryl)-(1C-6C alkyl) group; and R<SP>2</SP>and R<SP>3</SP>are each a hydrogen atom, a halogen atom or a hydroxy group] or a salt thereof, or a solvate thereof.
