PROBLEM TO BE SOLVED: To provide a low heat generation cement having a small hydration heat of cement, a small rising amount of adiabatic temperature, and a large temperature crack index, capable of reducing the generation of temperature cracks of mass concrete to the utmost limit, and excellent in setting behavior, and initial strength development. SOLUTION: The low heat generation cement used for a concrete structure requiring prevention or control of generating temperature cracks includes: 65-80 mass% of dicalcium silicate (C<SB>2</SB>S); 9-16 mass% of interstitial material (C<SB>3</SB>A+C<SB>4</SB>AF); and 2-6 mass% of tricalcium aluminate (C<SB>3</SB>A) in the interstitial material wherein preferably the compression strength of a mortar with a cement water ratio of 50% after a material age of 91 days is not less than 70 N/mm<SP>2</SP>, and the hydration heat amount is not greater than 310 J/g.
