PROBLEM TO BE SOLVED: To provide a method and device for manufacturing a brush which give a planting strength of a bristle tuft planted in a substrate, improve the alignment of the standing bristles of the bristle tuft, and prevent burrs from occurring at a planted section of the bristle tuft without spoiling the shape of a head by a heating element. SOLUTION: In the manufacturing method of a brush 10, after a shape holding device 33 for a head 14 of the brush 10 is positioned on the back side of the substrate 11 of the brush 10, the base end face of a bristle tuft 18 is heated and melted, and the shape holding device 33 is cooled by a cooling mechanism included in the shape holding device 33.
