The device gas a structural element (5) forming a thermal storage, and a surface area (11) viewed in a room (R). Thermally coupled pipes (9) are enclosed with the element and connected with a heat- or cooling medium. The pipes are embedded in a graphite plate (1), which is made from mixture of expanded graphite and adhesive agent e.g. resin and plastic or phase-change material e.g. salt or wax or paraffin base. The plate is extensively thermal-contacted with the surface area of the element over a thermally controlling adhesive layer, and glued with a frame that is made of sheet metal. An independent claim is also included for a method for temperature controlling a room.
