<P>PROBLEM TO BE SOLVED: To provide a fluorescent emission device emitting bright diffuse light by improving the condensing rate of light radiated to the diffusion part, and a projector having the fluorescent emission device. <P>SOLUTION: The fluorescent emission device includes a fluorescence wheel 101 having a fluorescent emission part 103 on one surface of a base material and the diffusion part 104 on the other surface of the base material, and a blue light source 71 for radiating light to one surface of the fluorescence wheel 101. The base material has a notch 102 opening from one surface to the other surface, the diffusion part 104 is attached to the notch 102, a translucent member 105 for transmitting light is arranged between one surface and the other surface of the notch 102. The fluorescent emission part 103 receives light from the blue light source 71 and emits light of a predetermined wavelength band.
