<p><P>PROBLEM TO BE SOLVED: To achieve safety evaluation for privacy data by a general-purpose and unified evaluation standard. <P>SOLUTION: Original data and a privacy protection program to be evaluated are input and the input original data are classified into an identifier, a quasi-identifier and privacy information. Then, evaluation data obtained by leaving the privacy information of the classified data blank are prepared for the number of persons described in the original data, the original data and the data prepared by an evaluation data preparation means are input, the original data converted by the privacy protection program and data prepared by the evaluation data preparation means and converted by the privacy protection program are selected one by one and input, and probability is calculated by using an evaluation function.
