PROBLEM TO BE SOLVED: To detect a deterioration of a lightning protection element without an insulation resistance meter. SOLUTION: A plurality of connection lines between a load cell 1 and an indicator 3 are individually selected and applied with a voltage by first to sixth switches SW1 to SW6, and a voltage based on a combined resistance on the part of the selected connection line is measured by an amplifier 16 and converted into a digital signal by an A/D conversion circuit 17 to be given to a CPU. The CPU determines the deterioration of the lightning protection element connected to the selected connection line by comparing a measured voltage value with a threshold value. The deterioration of the lightning protection element is detected in a load cell 1 connected state, a load cell 1 disconnected state, and a relay cable 2 disconnected state respectively, thereby identifying a deteriorated lightning protection element.
