PROBLEM TO BE SOLVED: To provide a technology for specifying an area where a terminal device is located. SOLUTION: A measurement unit 120 measures the quality of received packet signals. An estimation unit 122 estimates the entry from a second area to a first area if the measured quality has been improved so as to satisfy a first condition, and estimates the entry from the first area to the second area if the quality measured by the measurement unit has become deteriorated so as to satisfy a second condition. The estimation unit 122 sets different values to a parameter included in the first condition and a parameter included in the second condition.
