<P>PROBLEM TO BE SOLVED: To provide: a separator for a fuel cell, which is of low cost as much as possible, excellent in corrosion resistance, and excellent in adhesion in structural materials of a base material, an intermediate layer on its surface, and an outer circumference layer further on its surface, and has superior durability; a gas passage layer for fuel cell; and a method for manufacturing them. <P>SOLUTION: The separator for fuel cell 10 is composed of a base material 1 consisting of stainless steel, an intermediate film 2 which is formed on the surface of the base material 1 and consists of titanium, an outer circumference film 3 which is formed on the surface of the intermediate film 2 and consists of carbonaceous material.
