PROBLEM TO BE SOLVED: To provide IP (Internet Protocol) address allocation techniques by which a table for allocating IP addresses to peripheral devices can be easily managed. SOLUTION: Each of the peripheral devices 100 transmits, to a security apparatus 50, a DHCP-Discover packet for setting a device number as a host name. The security apparatus 50 has a device number table 54 for storing a device number and an IP address, which are preliminarily associated with each other, for each of all of the peripheral devices 100, which can be connected to the security apparatus 50. When receiving the DHCP-Discover packet, the security apparatus 50 transmits, to the peripheral device 100, a DHCP-Offer packet in which the IP address associated with the device number set as the host name has been set as a user IP.
