PROBLEM TO BE SOLVED: To solve the following problem: it is currently impossible for the initial transmission power of an FACH (Forward Access Control Channel) to be set appropriately as for the path loss since there is no continuous uplink channel for a primary station to measure nor is there a suitable uplink channel defined for notifying the primary station about a downlink path loss or transmission power of user equipment UE. SOLUTION: A radio communication system has a primary station for transmitting information signals on a downlink channel and for receiving signals from one or more secondary stations on an uplink random access packet channel RACH. Power control is applied to the transmitted downlink signals by at least one of the secondary stations transmitting indicia indicating the prevailing radio channel characteristics of the uplink channel, the indicia being used by the primary station to apply power control to the downlink signals.
