PROBLEM TO BE SOLVED: To provide a method and an apparatus for producing fine air bubbles, wherein a simple and compact equipment constitution is adopted, and there are few restrictions in physical properties of a liquid to allow application to various kinds of liquids, and fine air bubbles are stably produced. SOLUTION: A piezoelectric substrate 2 where an excitation means composed of a plurality of electrodes 21, for exciting a surface acoustic wave W, is provided on the surface thereof is arranged so that at least a part of the surface S thereof comes in contact with the liquid 10. The surface acoustic wave is excited on the surface S by the excitation means to produce fine air bubbles B1 in the liquid by the surface acoustic wave propagated on the surface S. The produced fine air bubbles B1 are passed through a shear part arranged so that at least a part of the shear part comes in contact with the liquid 10, to obtain finer air bubbles B2.
