摘要 PROBLEM TO BE SOLVED: To reduce a TCP congestion evasion process depending on changes in communication quality such as packet delay, jitter, and inverse order at a receiving side, and avoid transmission of useless resend packets while sufficient throughput is secured. SOLUTION: The radio transmitter 100 is applied to a heterogeneous radio communication system. The radio transmitter 100 includes a plurality of wireless modules 14A and 14B, plurality of transmission buffers 130A and 130B, and a transmission controller 101. The plurality of wireless modules 14A and 14B perform radio transmission by mutually different radio communication schemes. The plurality of transmission buffers 130A and 130B are prepared for each radio communication scheme, and store transmission packets temporarily. The transmission controller 101 measures a delay time of each radio communication scheme signal in a radio system section and calculates a difference between delays for each radio communication scheme. Based on the calculated difference between delays, the transmission controller 101 controls each of the transmission buffers 130A and 130B such that transmission packets to be transmitted by a radio communication scheme of a small delay time are transmitted with a lapse of delay time since they are stored at the transmission buffers 130A and 130B.
