PURPOSE: A press board manufacturing device for a very high voltage transformer, a manufacturing method thereof, and a press board are provided to increase the lifetime of a press board. CONSTITUTION: An upper mold and a lower mold are fixed to an upper frame(210) and a lower frame(220). A lower mesh(232) is arranged between the upper mold and the lower mold. The upper mold and the lower mold are preheated by passing steam between the upper and lower molds. A wet paper(240) is arranged on the lower mesh. An upper mesh(231) is arranged on the wet paper.
