PROBLEM TO BE SOLVED: To provide a component mounting apparatus that can control the index rotation of a rotary head without reducing working efficiency, and to provide a method and a program of controlling the same. SOLUTION: The component mounting apparatus including a rotary head 10 where a suction nozzle 11 is fitted eccentric from a rotary shaft, generates a first instruction d4 for controlling the moving speed of the rotary head so as to control movement on the plane of the rotary head (S11), generates a second instruction d4 for controlling the rotary speed of the rotary head so as to control the index rotation of the rotary head on the plane (S13), and calculates a moving acceleration equivalent value d15 of the rotary head from the first instruction (S15). Then, it calculates a control coefficient Ki for suppressing the rotary speed Vr of the rotary head from the moving acceleration equivalent value (S17), generates a third instruction d17 that the second instruction is multiplied by the control coefficient (S19), and controls the index rotation of the rotary head on the plane by using the third instruction (S21).
