PROBLEM TO BE SOLVED: To provide a device for recovering steam and a rice cooker for improving a cooling performance, without expanding a pipe line for leading steam and remaining compact. SOLUTION: A device for recovering steam includes: a steam pipe for guiding outside the steam that is generated by a heater in a pot of the rice cooker; a water tank 12 that a predeterminded amount of water W is stored; and a steam outlet part 16 provided in the water tank 12 and extending to a longitudinal direction of the water tank 12. The device also includes a steam introduction pipe 14 condensing the steam, which enters from the steam pipe, through the steam outlet part 16 by the water W in the water tank 12. The steam outlet part 16 of the steam introduction pipe 14 inclines downward as a top surface thereof is headed toward a tip direction, and has an opening condensing the steam to an opposite side of the bottom surface of the water tank 12.
