PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus, with which the bias voltage applied to the fixing device is set to be optimal and high quality images is formed by preventing occurrence of electrostatic offset. SOLUTION: When application of a bias voltage to each of a fixing film 102 and a pressing roller 110 of a fuser 100 is stopped and then re-application is performed, the bias voltage applied to the pressing roller 110 is controlled considering a past change in surface potential of the pressing roller 110. That is, the bias voltage applied to the pressing roller 110 is controlled according to at least one of fixing processing quantity of a recording medium P during an application period before stopping application of the bias voltage and the elapsed time since stopping application of the bias voltage till re-application.
