<p><P>PROBLEM TO BE SOLVED: To prevent an effect of blur of an adjacent pixel, and improve the accuracy of detecting noise. <P>SOLUTION: Comparators 121-128 detect noise based on a pixel value of a surrounding pixel group whose interval from a focused pixel is n pixels (n is an integer of 1 or more) and whose range is m pixels (m is an integer of 1 or more), and a pixel value of the focused pixel.
