<p><P>PROBLEM TO BE SOLVED: To provide a louver device also serving as an external decoration or the like of a building. <P>SOLUTION: This vertical louver device includes panels 4 of a vertical louver shaped to have parallel parts at the back face in a cross section. The panels 4 are arranged in a horizontal row, each with a turning shaft 5 at one end, and the turning shaft 5 is constituted beforehand to be forcibly openable in an opening direction. Operating wheels 8a, 8b for regulating opening are installed at the lower part of the back face of each panel 4, on a horizontal shaft 9a horizontally movable by a driving device, and the operating wheels 8a are arranged to open the adjacent panels 4 at angles shifted in order respectively.
