PROBLEM TO BE SOLVED: To prevent a service from being interrupted by reliable bearer handover processing between an old SGSN and a new SGSN. SOLUTION: The new SGSN receives a position update message from a terminal 1 that has moved to a management area of the new SGSN from that of the old SGSN, and the new SGSN that has received the position update message transmits a GTPv2 signal for taking over communication path information corresponding to GTPv2 to the old SGSN. The old SGSN seuds a response of the GTPv2 signal in which an additional parameter 24 with GPTv1 communication path information set therein is added to the new SGSN, when the GTPv1 communication path information is already held as a logical communication path established for the terminal 1 at reception of a GTPv2 signal.
