PROBLEM TO BE SOLVED: To provide an information matter transfer method by which information matters can be promptly transferred to all contact target persons without disclosing personal information. SOLUTION: A contact network creating method includes: a contact target person acquiring step for acquiring a contact target person table storing contact target person information about contact target persons and their telephone numbers; an emergency level input step for inputting a transfer completion time as information representing an emergency level of an information matter; a contact network generating step for generating a contact network by which the transfer can be completed until the input transfer completion time comes on the basis of a prescribed transfer reference time and the number of contact target persons; a call terminating step for terminating communication; and a forwarding step for forwarding the terminated communication to a contact target person next to the contact target person of a calling source.
