<p><P>PROBLEM TO BE SOLVED: To provide a developing device that prevents development ghost or the like by improving collection performance of remaining toner on a toner carrier, and to provide an image forming apparatus having the developing device. <P>SOLUTION: The developing device 5 includes a developer storing section 44 for storing a developer containing non-magnetic toner T and magnetic carrier C while stirring the developer, a developer carrier 52 for receiving the developer from the developer reserving section 44 and carrying a developer layer D, and a toner carrier 51 for receiving the toner T from the developer layer D and carrying it while rotating in contact with the developer layer D, and supplying the toner T to the image carrier 31.
