PURPOSE: A press apparatus for manufacturing a reinforcing plate of an oil filter, a reinforcing plate, and an oil filter are provided to maintain the quality of the oil filter by preventing damage to a lubricating unit. CONSTITUTION: An apparatus for manufacturing a reinforcing plate of an oil filter comprises a burring die(50) and a burring punch(100). The burring die supports a reinforcing plate(200) in which a preliminary hole is formed. The burring punch presses the reinforcing plate in the opposite direction of the burring die. The burring die comprises a first step punch unit and a second step expansion unit. The first step punch unit has a bigger diameter than the preliminary hole of the reinforcing plate. The first step punch unit forms a flange(220) and a base hole(222a) by pressing the surroundings of the preliminary hole. The outer diameter of the second step expansion unit is expanded from the first step punch unit.
