<P>PROBLEM TO BE SOLVED: To provide a developing device which suppresses decrease in the chargeability and flowability of a toner in the developing device, and to provide an image forming apparatus which can obtain high quality images over a long time by employing the developing device. <P>SOLUTION: In the developing device 30, a developing unit 31, for developing a latent image on a photoreceptor belt 10 with the toner, and a toner cartridge 32, for supplying the toner to the developing unit 31, are arranged in parallel with each other and the toner cartridge 32 is attachable and detachable. The developing device 30 is provided with: a communicative connection opening 33 through which the toner is made to pass between the toner cartridge 32 and the developing unit 31; and a control valve 34 for controlling an amount of the toner to be made to pass through.
