<p><P>PROBLEM TO BE SOLVED: To inhibit an actuator from moving when loads are applied. <P>SOLUTION: When the loads are applied to an engine 1 and a pump 3 for regenerating an exhaust emission control device 2 (in load applied state), a selector valve 21 (selecting means) is at a second switching position 21b (in second state). At this time, the pump 3 and an actuator control valve 7 are intercepted from each other, and also hydraulic oil discharged from the pump 3 can return to a hydraulic oil tank 5 through a pressure control valve 9. Therefore, when the loads are applied, the hydraulic oil discharged from the pump 3 is not supplied to the actuator control valve 7. Furthermore, the hydraulic oil is not supplied to the actuator 8(8A) whose operation is controlled by the actuator control valve 7(7A).
