A wiper movement mode is identified (S6), and a difference Ptd between accumulated load points of a forward passage and a return passage is compared with a determination threshold SVb (S24). When Ptd exceeds SVb, it is determined that a vehicle is in a high-speed traveling state. Then, a rotational angle of the electric motor is reduced and a wiping angle of a wiper blade is reduced (S25). Thus, an upper inversion position is set at a front side of a predetermined position, so that the overrun caused by the loosening of a blade or the like caused by traveling wind at high-speed traveling.
