PROBLEM TO BE SOLVED: To provide a user with appropriate contents without giving an uncomfortable feeling by performing optimum determination processing. SOLUTION: When a user terminal enters the communication area of an active tag, a notice and the ID of the active tag are received from the active tag. Then, when the ID of the active tag and the notice are received from the active tag, the determination processing of contents to be displayed according to at least the state of the active tag is performed, and after the determination processing is completed, a content server is accessed, the appropriate contents based on the determination processing are obtained, and the obtained contents are reproduced.
