PROBLEM TO BE SOLVED: To solve a problem wherein a processing amount required until a strong discriminator outputs a decision result becomes great. SOLUTION: The strong discriminator calculates a total value of output values from weak discriminators already applied to an image area as a halfway total value every time the output value is output by applying the weak discriminator to the image area in a process of applying the plurality of weak discriminators to the image area in prescribed order, and performs evaluation to the halfway total value based on a halfway evaluation criterion prepared by application times of the weak discriminators to decide at least whether an object is present in the image area or the weak discriminator related to the next turn is applied. or whether the object is absent in the image area or the weak discriminator related to the next turn is applied. The decision by the strong discriminator is ended when deciding that the object is present in the image area or when deciding the object is absent in the image area, and the weak discriminator related to the next turn is applied to the image area when deciding that the weak discriminator related to the next turn is applied.
