PROBLEM TO BE SOLVED: To efficiently and economically treat a nonionic or cationic water soluble compound-containing acidic solution such as a monoethanolamine-containing dilute hydrochloric acid solution discharged during regeneration of a condensate desalinator used in a nuclear power plant and a thermal power plant. SOLUTION: The nonionic or cationic water soluble compound-containing acidic solution is made to pass through a raw water chamber 22 of a neutralization dialysis device 2 in which the raw water chamber 22 and an alkaline solution chamber 23 are separated by an anion exchange membrane 21 and further the acidic solution is neutralized, desalinated and reduced in volume by making a concentrated alkaline solution having higher osmotic pressure than that of the acidic solution pass through the alkaline solution chamber 23. The neutralization dialysis treatment using the anion exchange membrane 21 and the concentrated alkaline solution can execute neutralization, desalination and volume reduction of the acidic solution. Submerged combustion treatment of obtained treated solution subjected to neutralization, desalination and volume reduction can be easily executed. COPYRIGHT: (C)2011,JPO&INPIT
