PROBLEM TO BE SOLVED: To provide a high-pressure discharge-lamp lighting device and an illuminating device that hardly go out immediately after the start of a steady operation. SOLUTION: When starting a high-pressure discharge lamp, after a start operation P1 is executed to allow a high voltage required for start of lighting to be output to the high-pressure discharge lamp, a both-end voltage Vla of the high-pressure discharge lamp is compared with a prescribed start determination voltage by a determination operation P2. When the both-end voltage Vla of the high-pressure discharge lamp is less than the start determination voltage by the determination operation P2, after the start operation P1 is executed again, a steady operation for maintaining lighting of the high-pressure discharge lamp is started. The temperature of each electrode of the high-pressure discharge lamp can be raised during the start operation P1 before the steady operation P3. Therefore, the high-pressure discharge lamp hardly goes out immediately after the start of the steady operation P3 as compared with the case when the steady operation P3 is immediately started after the determination operation P2.
