PROBLEM TO BE SOLVED: To provide a release agent composition having an excellent releasing property to a bonding surface of an adhesive tape and a release liner using the same. SOLUTION: A silicone layer 17 comprising the release agent composition is provided at a bonding surface side of the release liner 12 which is stuck to the bonding surface of the adhesive tape 11. The release agent composition contains a silicone resin composition 19 and an unreacted silicone resin 20 whose viscosity is 1,500,000 cP or more when temperature is 25°C.
