PROBLEM TO BE SOLVED: To provide a floor heating device capable of stably providing warmth without giving cold feeling to a dweller by floor heating utilizing solar light collection. SOLUTION: The floor heating device 10 having a heating high-temperature heat exchanger 13 for heating a second heat medium by a first heat medium sent from a water heater 11, and a control means 16 for heating a floor by heating the second heat medium by the heating high-temperature heat exchanger 13, further includes a solar heating heat exchanger 20 for heating the second heat medium by a third heat medium heated by a solar panel 17, and a solar three-way valve 21 for switching a destination of the second heat medium sent from the solar panel 17. The control means 16 operates the solar three-way valve 21, when it receives a demand signal for floor heating by the solar heating heat exchanger 20, determines the solar panel 17 as the destination of the third heat medium, and further determines whether the floor heating is available by comparing a temperature of the third heat medium detected through a solar temperature sensor 19, and a predetermined temperature and a temperature of the second heat medium.
