PROBLEM TO BE SOLVED: To provide a relay apparatus that responds to an incoming call from a telephone on the condition that a sure response instruction is issued from a wireless communication device of a slave unit, and a communication system. SOLUTION: The relay apparatus 2 intermittently transmits a ringback tone from a relay transceiver 3 when receiving an incoming call and monitors a response from a transceiver 4 in the pause interval thereof. The response is a voice satisfying prescribed first conditions. When receiving the response from the transceiver 4, the relay apparatus replies an OK message to a SIP server 6 so as to request the establishment of a session. The same telephone number (the broadcasting-incoming-call telephone number) is set in a plurality of relay apparatus 2.
