PURPOSE: A touch recognition apparatus and a touch recognition method using an optical signal are provided to prevent a recognition error generated in a plurality of touch inputs. CONSTITUTION: A touch panel(62) comprises a plurality of pixels. An optical transceiver(60) is arranged on the touch panel as one or more pairs. A plurality of optical transceiving modules(61) including a light emitting unit and a light receiving unit is prepared in the optical transceiver. A controller(63) scans whether the light receiving unit of the optical transceiver receives an optical signal, and recognizes the location of a touch point on the touch panel according to the optical signal reception of the light receiving unit.
