PROBLEM TO BE SOLVED: To provide a fixing device capable of preventing poor insulation between the heat generation layer of a heating element and a flexible member caused by shaving of the insulating layer of the heating element. SOLUTION: When applying a predetermined bias Vf to the base layer 3c of the flexible member 3, a current which passes through the insulating layer 1c of the heating element 1 from the base layer and flows in the heat generation layer 1b is detected by a current detecting member Si, and the shaving degree of the insulating layer is determined based on the current value detected by the current detecting member.
