PROBLEM TO BE SOLVED: To provide a thermally conductive sheet which permits uniform coating even when using a coating material containing no solvent and has high flatness of the surface thereof. SOLUTION: The method of manufacturing thermally conductive sheet includes: a first process of preparing the coating material that includes a polymerizable resin material and a thermally conductive material and does not contain solvent; a second process of forming a coated film by applying the coating material with a knife coater 10 onto a substrate 21; and a third process of polymerizing the polymerizable resin material contained in the coated film to cure the coated film, wherein a viscosity of the coating material is 100 to 100,000 mPa s and an interval between a knife roller 12 of the knife coater 10 and the substrate 21 is 10 to 1,000μm.
