PROBLEM TO BE SOLVED: To achieve a content download service in which both the Internet and television broadcasting are easily selectively used as the communication path of contents.

SOLUTION: A supply apparatus 20 includes: a communication type supply apparatus 20A; and a broadcasting type supply apparatus 20B. The communication type supply apparatus 20A is constituted of: a Web server 21 which functions as the portal site of content download services; a client management server 22 for management; a charging/settlement server 23; a metadata server 24 for transferring to a receiving apparatus 10 download control information and reproduction control information corresponding to contents; a content server 25 for transferring contents to the receiving apparatus 10; and a DRM server 26. The content sending part 27 of the broadcasting type supply apparatus 20B uses a television broadcasting signal to broadcast contents in an encrypted state. The present invention can be applied to a television receiver, a digital television tuner, and the like at a receiving side.
