PROBLEM TO BE SOLVED: To provide a surface coating cutting tool on which a composite hard film having excellent deposition strength, toughness, and wear resistance is coated and formed in a cutting process of a material hard to cut, such as titanium alloy. SOLUTION: The surface coating cutting tool on which the composite hard film of at least one of Al<SB>2</SB>O<SB>3</SB>, TiN, and TiCN with B<SB>4</SB>C is formed on a surface of a tool base body has a line segment ratio inclination structure in which an occupied total line segment ratio of Al<SB>2</SB>O<SB>3</SB>, TiN, and TiCN becomes higher on the tool base body side and the occupied line segment ratio of B<SB>4</SB>C becomes higher on a surface layer side when an occupied line segment of B<SB>4</SB>C on a plane parallel to a face of the tool base body is compared to an occupied total line segment of Al<SB>2</SB>O<SB>3</SB>, TiN, and TiCN.
