PROBLEM TO BE SOLVED: To provide a propeller having both energy-saving property and low-noise property, and a toy, a display or an interior accessory including the propeller. SOLUTION: In the flapping propeller 2, a swing portion 30 including blades 37 for acquiring propelling force from the flapping motion is supported at a body portion 10 via a swing shaft structure 35. The swing shaft structure 35 has a shaft structure which can be rollably supported as a small circular arc 33 of a swing shaft 34 is inscribed with a large circular arc 12 of a bearing 13. Permanent magnets 40a and 40b are disposed in the swing portion 30, and an electromagnetic coil 52, a power distribution circuit device 51 and a solar battery 50 are disposed in the body portion 10. With this structure, the blades 37 perform flapping motion without using a rotating mechanism. In the flying toy 1, this flapping propeller 2 is attached to a rotation support part 3 formed of a rotary member 60, a support member 61 and a rotary support part balancing weight 65, so that the rotary member 60 performs the rotation.
