A system and method for handover evaluation in a wireless network. A user equipment (UE) with an allowed closed subscriber group (CSG) list and a processor to receive a trigger to perform a measurement of at least one cell. The measurement includes acquiring a CSG identity (ID) of the cell, if the cell broadcasts the CSG ID, determining whether the CSG ID is in the allowed CSG list; and indicating whether the UE is a member of the cell in a measurement report.
