PURPOSE: A horizontal vibration control device and method for an edge dam of a twin-roll strip casting machine are provided to rapidly remove an edge skull by vibrating the edge dam and to effectively prevent the generation and growth of a skull. CONSTITUTION: A vibrating unit(400) horizontally vibrates a vibration plate(410) according to a vibration waveform and horizontally vibrates an edge dam refractory coupled to the vibrating plate. A servo valve outputs the vibration waveform for the horizontal vibration to the vibration unit. The vibration waveform is applied to the servo valve in order to control the horizontal vibration of the vibrating unit. A hydraulic line is embedded in a vibrating unit body(450).
