<p><P>PROBLEM TO BE SOLVED: To decide an activity degree of an organization on the basis of a time interval between messages spoken by use of various communication means. Ž<P>SOLUTION: The time interval is normalized according to a generation rate of the message spoken in each time zone based on a past history, and it is converted into a time width in the case of a prescribed arrival rate such that an expectation degree wherein one transaction comprising the speech and its response is generated becomes constant. Because there can be compared the time intervals among the speeches and the speeches without depending on the time zone by the normalization of the speech time intervals, high-accuracy analysis of communication using the speech time interval in an electronic community becomes possible.
